In 1994 the Constitution Commission submitted its final recommendations for reform of the Fundamental Rights and Freedoms chapter of the Jamaican Constitution.

In 2002, the Charter of Rights and Freedoms (Constitutional Amendment) Act was tabled in the Parliament.

In 2006, the Lawyers' Christian Fellowship wrote to the Joint Select Committee expressing concern about possible unintended consequences that could arise if the Bill was passed in its present form.

Issues of concern were;

  1. Provisions relating to Freedom of Conscience and Freedom of Religion
  2. The possible inadvertent decriminalisation of the Buggery Laws and the legalisation of abortion.
